You built the app. Then Apple asked you to enroll, took your $99, and parked you on a screen that says "Your enrollment is being processed." This page is what that screen should have told you.

What "pending" actually means
Apple runs identity checks between payment and activation, either on you (legal name matching your Apple Account) or on your company (legal entity plus D-U-N-S). Pending means that check has not finished. It is almost never about you specifically, and repaying, re-enrolling, or emailing daily will not move it.
You see: "Your enrollment is being processed. Your enrollment ID is XXXXYYYZZZZ."
Timelines, honestly

Two things stall individual enrollments more than anything else: a first or last name on your Apple Account that is not your legal name (nicknames and company names trigger manual review), and paying with someone else's card, after which Apple asks for government ID.
Stuck? Fixes in order of least drama
- Check your status and the charge. Sign in at developer.apple.com/account to see where the enrollment stands, and confirm the payment actually posted. A declined or held payment shows the same pending screen.
- Verify your Apple Account name is your legal name. Fix it at account.apple.com before contacting support if not.
- Do not pay again. Duplicate charges create a second stuck enrollment and weeks of refund back and forth.
- Past the threshold? Contact Apple Developer Support with your Enrollment ID and Order ID. Phone is dramatically faster than the web form, so request a callback.
A message that works, if you want to paste one:
My enrollment has been pending past the stated processing window. Enrollment ID: XXXXYYYZZZZ, Order ID: WXXXXXXXXX. The payment posted on my card on [date]. Could you check what is blocking verification and whether you need anything from me?
The D-U-N-S number (organizations)
A D-U-N-S number is Dun & Bradstreet's ID for your legal entity, and Apple requires it for organization enrollment. It is free through Apple's own lookup and request tool, and Apple notes that paying to expedite it does not speed anything up. New numbers take up to 5 business days to issue, plus up to 2 more business days to reach Apple's systems. If your company is new, request the D-U-N-S first, then enroll.
Individual vs organization (and the LLC question)
- Individual: fastest, and your apps sell under your personal legal name. You can convert to an organization later (support assisted, takes a few weeks).
- Organization: needs a legal entity plus D-U-N-S, and apps sell under the company name. Sole proprietor LLCs sometimes get bounced to individual enrollment, because Apple wants an entity distinct from you personally.
The practical default for solo founders shipping their first app: enroll as an individual now, convert later if the seller name starts mattering.
Fee waivers
Nonprofits, accredited educational institutions, and government entities in eligible regions can request a $99 waiver during enrollment. Everyone else pays. There is no legitimate way around the fee, and "free Apple developer account" tricks (sideloading profiles, enterprise certificate resellers) cannot ship to the App Store and get their certificates revoked constantly.
